EDUCATIONAL PRINCIPLES

          "I believe that in each of us there is the human potential waiting to be discovered, drawn out and stimulated. Intellectual growth requires effort,creativity,critical thinking, hard work, and character-building. But most of all it is also fun."


Education is a critical factor for social transformation. Given this role, my concept of an educated Filipino would be one who is nationalist in outlook, critically participative in public affairs, supportive of comprehensive programs for social and economic redistribution, and willing to expand his or her skills and competencies in the service of the people, particularly the majority of Filipinos. At the level of educational philosophy, this outlook even becomes more imperative as globalization presents itself with rapid, confusing, conflicting and challenging developments. Now more than ever, it is imperative to prepare and nurture comprehensively-developed Filipinos who put their abilities and talents in the service of the Filipino people and are ready with their social commitment, their knowledge and skills to confront the challenges of globalization. We need Filipinos who can confront these new challenges not only with their commitment, but with STYLE and SOPHISTICATION. As a renowned Filipino wrote:

"The education of the Filipino must be a Filipino education. It must be based on the needs of the nation and the goals of the nation. The primary object is to pro- duce a citizenry that appreciates and is conscious of its nationhood and has national goals for the betterment of the country, and not an archaic mass of people who know how to take care of themselves only."(Renato Constan- tino, THE MISEDUCATION OF THE FILIPINO)

The development of such a Filipino requires reforms in the educational system.For I am afraid that the emphasis on rampaging globalization requirements will all the more reduce the university -- no matter how excellent -- to feeding the brainpower and labor requirements of other countries and their transnational corporations.

To the above ends, we shall seek to institue reforms and programs which are:

SOCIALLY RELEVANT

PARTICIPATIVE AND CONSENSUAL IN PLANNING, IMPLEMENTATION AND EVALUATION

CORRESPONDING WITH AND RESPONSIVE TO THE NEEDS OF THE FILIPINO MASSES, ESPECIALLY THE NEEDS OF THE POOREST OF THE POOR

IN ALL CASES, SUPPORTING THE RIGHTS AND INTERESTS OF THE GREATER MAJORITY OF FILIPINOS : PEASANTS, WORKERS AND URBAN POOR AND INDIGENOUS PEOPLES.

IN ALL CASES, ORIENTED TO THE FORMATION OF NATIONALIST AND PRO-POOR DEMOCRATIC VALUES, ATTITUDES AND SENTIMENTS AMONG FACULTY, STAFF AND STUDENTS.
